What does an employee really cost in the UAE? This calculator adds the salary package, the statutory end-of-service or pension cost that applies to the employee, and the annual costs you enter yourself, and shows the result per month and per year. It runs in your browser; nothing is sent anywhere.
The Statutory Cost Lines
A non-national employee under the federal Labour Law earns an end-of-service gratuity on the basic wage: 21 days’ wage for each of the first five years of service and 30 days’ wage for each year after that, with the total capped at two years’ wage (Federal Decree-Law No. 33 of 2021, Article 51). It is payable only after a year of continuous service, but an employer’s provision builds from the first day, so the calculator shows the year’s accrual.
A UAE national’s end-of-service benefit comes from GPSSA under the pensions law (Labour Law Article 51(1)). The employer’s cost is its GPSSA share: 12.5% of the contribution account salary under the 1999 law; under the 2023 law 12.5% below AED 20,000 and 15% from AED 20,000, the government bearing the 2.5% difference below that threshold.
In the DIFC, an employer pays DEWS or another Qualifying Scheme 5.83% of a non-national’s Monthly Basic Wage for the first five years of service and 8.33% after (DIFC Employment Law, Article 66(7)); for service from 1 February 2020 that replaces the gratuity.
Unemployment insurance (ILOE) is paid by the insured employee, not the employer (Cabinet Resolution No. 97 of 2022, Article 7), so it is not in the employer total.
Health insurance is an employer obligation in Dubai (Dubai Law No. 11 of 2013, Article 10) and, from 1 January 2025, a condition of issuing or renewing a private-sector employee’s residency in Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah (MOHRE). Its price depends on the insurer and plan, so you enter it.
How the Total Is Built
Monthly total = basic + allowances + the statutory line + (health insurance + visa and permit fees + air ticket + other costs) ÷ 12. The annual total adds the same lines over a year.
Gratuity accrual for the year = the gratuity after the coming year of service − the gratuity now, from the same calculation the End of Service page uses: daily wage = basic ÷ 30, so 0.7 × basic a year in the first five years and 1 × basic a year after, stopping at the two-year cap (measured, like that page, on the monthly package × 24).
Assumptions and Limits
No default prices: health insurance, visa, Emirates ID and work-permit fees, and air tickets vary by emirate, free zone, insurer, plan and job category. Blank fields stay out of the total and are listed with the result.
For a national, the GPSSA contribution account salary defaults to basic plus the allowances entered; enter it yourself if the contract wage GPSSA uses differs (for example the January wage).
Not modelled: ADGM’s own gratuity rules, Abu Dhabi Pension Fund for Emiratis in Abu Dhabi, GCC nationals, part-time work, unpaid leave, overtime, bonuses, leave encashment and Emiratisation contributions.

How much does an employee cost an employer in the UAE?
The salary and allowances, plus the statutory end-of-service or pension cost (gratuity accrual, DEWS, or the GPSSA employer share for a national), plus health insurance, visa and permit fees, air tickets and anything else you provide. The calculator adds the statutory lines; the rest are your own figures.
How much gratuity should an employer set aside each month?
For the first five years, 21 days of basic salary per year: 21 × basic ÷ 30 ÷ 12 a month, about 5.83% of basic. From the sixth year, 30 days a year: basic ÷ 12 a month. The total stops at two years’ wage.
Does the employer pay for unemployment insurance (ILOE)?
No. Cabinet Resolution No. 97 of 2022, Article 7, puts the premium on the insured employee, so it is not an employer cost.
Is health insurance an employer cost?
In Dubai the employer must enrol its employees and bear the cost (Dubai Law No. 11 of 2013, Article 10), and since 1 January 2025 employers in the northern emirates must buy a policy to issue or renew a private-sector employee’s residency (MOHRE). The premium varies by insurer and plan; enter yours.
Why are there no default visa or insurance prices?
They vary by emirate, free zone, insurer, plan and job category, and change over time. A default would be wrong for most employers, so every such field starts empty.
What does a UAE national cost in pension contributions?
The employer pays 12.5% of the GPSSA contribution account salary under the 1999 law. Under the 2023 law it pays 12.5% where that salary is below AED 20,000 and 15% from AED 20,000. The employee’s own 5% or 11% is deducted from the salary.
