UAE Onboarding and Offboarding Checklists

Two checklists for a mainland private-sector employer: hiring an expatriate worker and seeing one out. Enter the first working day (and, if you have it, the entry date) or the last day of the contract, and every step with a legal day count gets its due date. Each step names its legal basis and quotes the official source. Print the list or add the dated steps to your calendar; everything runs in your browser.
The Deadlines the Law Sets
Hiring. No work may start before MOHRE issues a work permit (Federal Decree-Law No. 33 of 2021, Article 6(1)), and the employer may not charge the worker recruitment costs (Article 6(4)). The MOHRE employment contract is submitted within 60 days of the worker’s entry into the UAE or change of status (MOHRE service rule), and the work entry permit allows 60 days to complete the residence: medical test, Emirates ID and residence permit (ICP, GDRFA).
The worker subscribes to unemployment insurance (ILOE) and pays for it (Cabinet Resolution No. 97 of 2022, Article 2); a worker hired after 1 January 2023 who has not subscribed within four months of entry or status change is fined AED 400 (Ministerial Resolution No. 604 of 2022, Article 11(2); Cabinet Resolution No. 97 of 2022, Article 8). Health insurance is compulsory for private-sector employees in every emirate — in Dubai and Abu Dhabi under their own laws, and in the other five emirates from 1 January 2025 — and it is a condition of the residence permit.
Wages for a month fall due on the 1st of the next month, through the Wage Protection System (Ministerial Resolution No. 340 of 2026, Article 1). Probation may not exceed six months, only once per employer, and the employer ends it with at least 14 days’ written notice (Article 9).
Leaving. Notice is written and runs 30 to 90 days as the contract sets (Article 43); during probation it is 14 days from the employer, one month from a worker moving to another UAE employer and 14 days from a foreign worker leaving the UAE (Article 9). Wages, leave pay and the end-of-service gratuity are paid within 14 days of the end of the contract (Articles 53, 29(9) and 51). The experience certificate is free, on the worker’s request (Article 13(11)). A worker who lost the job for a reason other than resignation claims ILOE within 30 days (Cabinet Resolution No. 97 of 2022, Article 12).
How the Due Dates Are Counted
Calendar days, counted from the date you enter: contract and residence = entry + 60 days; ILOE = entry + 4 calendar months (the same day of the month, or the month’s last day); first WPS payday = the 1st of the month after the first working day; probation ends the day before the same date N months after the first working day, and the last day to serve the employer’s 14-day notice is 14 days before that; leave accrual starts six months after the first working day.
Offboarding counts back and forward from the last day of the contract: the notice must be served by the last day minus the notice (the Notice Period calculator’s convention); final dues are due by the last day + 14 days; the ILOE claim window closes on the last day + 30 days.
Scope and Limits
A mainland private-sector employer registered with MOHRE and an expatriate worker hired from abroad or on a status change. The DIFC and the ADGM have their own employment laws and visa processes; UAE and GCC nationals have pension registration steps not covered here (see the GPSSA Pension page).
Where no official text we read gives a day count — the work-permit and residence cancellations, the experience certificate, the repatriation ticket — the step is listed without a date. The grace period after a residence is cancelled is “up to 6 months (according to resident category)” on u.ae; we could not verify the number of days for an employment residence in an official text, so no date is given. Overstaying it costs AED 50 a day (ICP).
Due dates are calendar dates: the page does not move a date that falls on a weekend or public holiday. Your contract may give more generous terms.

Frequently Asked Questions
How long does an employer have to register the employment contract with MOHRE?
MOHRE’s contract service says the application must be submitted within 60 days of the employee’s entry into the country or the change in status. The work entry permit gives the same 60 days to complete the residence.
Who pays for ILOE unemployment insurance, the employer or the employee?
The worker. Cabinet Resolution No. 97 of 2022 obliges every private-sector worker to subscribe by buying a policy, and u.ae says the worker pays the premium for the basic package. A worker hired after 1 January 2023 who has not subscribed within four months of entry or status change is fined AED 400.
Is health insurance compulsory outside Dubai and Abu Dhabi?
Yes, since 1 January 2025. MOHRE says private-sector employers in Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah must buy health insurance, at their cost, as a prerequisite for issuing or renewing a residence permit. Dubai and Abu Dhabi already required it.
How long can probation be in the UAE?
At most six months from the first working day, and only once with the same employer (Article 9). The employer ends it with at least 14 days’ written notice; the checklist gives the last day to serve that notice.
When must the final settlement be paid?
Within 14 days of the end of the contract: wages, the value of untaken leave and, for a full-time foreign worker with a year or more of continuous service, the end-of-service gratuity (Articles 53, 29(9) and 51).
Must the employer give an experience certificate?
Yes, when the worker asks for it at the end of the contract, free of charge, with the dates of service, the job, the last wage and the reason the contract ended — and nothing that harms the worker’s chances of new work (Article 13(11)).
How long is the grace period after a work visa is cancelled?
u.ae says residents get grace periods of up to 6 months according to the residence category. We could not verify the number of days for an employment residence in an official text, so the checklist gives no date; ask ICP or GDRFA. Staying beyond the grace period costs AED 50 a day (ICP).
Can I add the deadlines to my calendar?
Yes. Each checklist downloads its dated steps as an .ics file, built in your browser. Steps without a legal day count are left out of the file; the printed checklist carries them.
